Needs review
A record state for a field where the source exists but the interpretation or consequence is not settled.
Needs review means the product has enough information to ask a focused question, but not enough to let the field drive operational consequences. The issue may be ambiguous wording, missing context or an unsupported date convention.
In the sample, notice method and recipient need review because the source refers to written notice and a named contact. That should not become a monitored assumption without inspection.
