Can I add a record without a source document?

Yes. Manual entries are allowed, but they are labelled as manual and do not count as source-backed confirmations. You can replace or supplement them when an authorised source is available.

Does the register decide the current governing agreement?

No. It shows the governing sources a person selected and confirmed. The latest upload is never treated as the winner by default.

Can ended agreements stay visible?

Yes. Ended agreements remain in history and in exports, with lifecycle state separate from processing, confirmation and signature status.
