Delivery is a state, not a vibe.
In the fictional action queue, the Larkspur Payroll reminder is failed because delivery was not confirmed and the recipient mailbox rejected the message. That state should be visible to the team until someone fixes the recipient or delivery settings.
A green tick that only means 'we tried' is not enough. Sent, failed, scheduled, open and done describe different operational facts. They should not be merged into one success label.
Retry and reassignment are part of recovery.
A failed reminder needs a next step: retry after the address is corrected, reassign the owner, or record that the action was handled another way. If a member has left, the system should not keep sending confidential reminders to that removed member.
This is why the owner field and action queue are tied together. Delivery failure is not only a mail problem. It can reveal a handover problem.
AI allowance does not run the reminder clock.
Confirmed reminders run on deterministic logic. They do not require a daily LLM job. The plan's wording for an AI limit says new AI work is paused at the plan limit, while confirmed reminders continue until the service end date.
That boundary keeps cost controls from becoming missed-date risk. AI can help extract and compare. The application owns confirmed dates, schedules, delivery states and retries.
